An interview with Honourable Mrs. Modupe Fafowora
Oseghale, the Chairman of Isolo Local Council Development Area of
Lagos State. By EZRA IJIOMA
HOW has it been as a chairman?
Well, it has been stressful and
tasking but I must add interesting. It has been a great pleasure and
fulfilling to serve the people and bring some comforts to their lives.
To be in the public eye leaves some people evasive and distant but I
have learnt to be there for the Isolo people and attend to their
problems. You will agree with you that it is not easy managing your
own affairs in today’s world how much more being in-charge of over a
million people from different background and with different needs and
aspirations. Generally, it has been very demanding but fulfilling.
What about a female chairman?
There is no much difference
between a man and a woman except the physical features. Men and women
face similar problems in life and demand virtually similar things.
Administration is administration whether you are a man or a woman and
both face same challenges.
One major challenge I faced was
in terms of funding. You know the local government depend mostly on
allocation from the state government but for about two to three
months, nothing came in and it was very difficult then. Ordinarily,
the challenges are similar with what you have in administration in the
nation. Poor funding, inadequate manpower, apathy to government
activities and general social malaise remain challenges to local
government administration.
What are your achievements?
I have been able to promote
citizens’ access to government as you can see. Citizens can easily
gain access to local government officials and interact with them with
a view to promoting good governance since people can table their
grievances before government officials and receive immediate positive
response. My administration has been able to initiate and complete
some capital projects which have improved the welfare of Isolo people.
Also, my administration has been business-friendly. We have initiated
several business-friendly policies which actually assisted businesses
in the council.
Why do you want to be re-elected
as council boss?
Despite the achievements, there
are some unfinished businesses I have in the council. Although, my
last administration was very fulfilling, there are still some
uncompleted projects that need my attention. I need to leave a lasting
legacy for the next administration, something that they can fall back
on. In Lagos state today, we can see that Ashiwaju Tinubu’s
achievements are the bedrock of Fashola’s administration. Governor
Fashola is building upon the legacy his predecessor, Asiwaju Bola
Tinubu. So if there was nothing there when Governor Fashola came in,
then he would start from the scratch. But Asiwaju Tinubu laid very
sound and solid foundation which Govenror Fashola is improving on.
That is exactly what am doing, to leave tangible and visible projects
for any person after me to continue with. I believe I’ve done much
although there is still a lot of work to be done.
So my re-election is to complete
what I have started and present a complete picture to whoever will
take over from me.
How do you juggle motherhood,
spouse and politics?
It is not easy but with careful
planning, I’ve been able to discharge my duties at each point very
well. I am fortunate to be blessed with obedient children who have
been very supportive. I went into politics after I have raised my kids
in fact, my last child has just got her Masters degree. And my husband
is very understanding and supportive. He has been tne pillar of my
life and I will always remain grateful to him. He has encouraged me to
serve the people to the best of my ability.
What do you say to PDP’s
objections to elections in the 37 local Government Development council
areas?
Maybe PDP does not have enough
money to field candidates in the 57 election areas and it masks this
lack of funds by raising irrelevant objections. And you must bear in
mind that PDP is in opposition in the state and will always antagonize
government actions.
It is not expected to agree with
everything the government does. Moreover, there is no law that says a
party must field candidates for all the elective positions.
A party may decide to field one
or two candidates as it deems feasible and not in the entire
positions. So the PDP in Lagos state is free to raise objections and
field the number of candidates it can afford.
Since PDP controls the federal
government, I feel that PDP members in Lagos should even agitate for
more local governments for Lagos in view of its large population.
They should pressurize the
federal government to create more than 57 local government councils
for Lagos and not antagonize a laudable move at grassroots
development.
They should go to the polls and
show their capability, their acceptance and not be selfish. The law
has been made and it will remain the law. Let PDP members in Lagos go
to court and contest the law if they feel aggrieved. By faulting the
creation of local government development areas, they attempt to bring
the state government into disrepute and gain cheap publicity. But it
will not work for them because this government is held in high regard.
It will not be distracted by any party or group.
How do you want women to be
assisted in politics?
Nigerian women are getting
increasingly active in politics at all level. This is despite the
discrimination and gender issues involved in a political world
dominated by men. Women should be encouraged to move more into
politics. Men should allow their wives, sisters and daughters to get
into politics. They shouldn’t think that politics makes women wild,
wayward and all that. Women remain the hand that rocks the cradle and
the better-half. No nation-building is complete without the wholesale
mobilization of women. No nation can develop if more than half of its
population, women, are left out of the decision-making, out of the
allocation of resources in the polity. So I appeal to our men to allow
women thrive in politics by creating a level playing field for all no
matter the sex. After all, God created men and woman equal and He did
not discriminate so why should the man discriminate.
When there is fear of God, men
and women can work together and serve humanity better.
Men should learn to check their
male ego that a woman in politics becomes intoxicated with power and
becomes uncontrollable. Women no matter the height they attain
politically still remain submissive to their spouses if the men do not
allow ego to create problems. Women should be allowed to render
service to their community.
Any aspiration for higher
political office?
I don’t want to dwell on that
now. When we get to the bridge, we will cross the river. Right now, I
am still at the local government council level and I want to do my
best here.
I leave everything to God who
has given me so much. Nonetheless, I leave my options open until that
time.
Assessment of Yar ‘Adua’s
administration?
It is still early to pass a
definite judgement on his administration. But I must conceede, it has
been a peaceful administration with very little upheavals. He still
hasn’t got the time to executive his seven-point agenda.
He is still trying to adjust to
the responsibilities of his office. The economy is not yet buoyant and
the roads are very bad. Traveling across Nigeria is not a pleasant
experience. Infact, it is a nightmare to travel through Nigerian
roads. Also, there is absence of social infrastructures that make life
enjoyable. His administration is trying but there is still a big room
for improvement.
Do you think an Action Congress
(AC) led federal government will do better?
If I have to make a comparison,
I will say yes. Nigeria will fare better under AC. AC will provide a
fair purposeful leadership based on merit. People will be appointed to
positions based on merit and what they can achieve and not on
political and flimsy considerations. I think Nigeria will improve for
the better because AC will make Nigeria a better focused nation
citizens. I firmly believe AC will provide better leadership in
Nigeria than PDP.
Even if you compare state by
state assessment, you will notice that AC administered state has fared
better than other states. Lagos, for example is miles ahead of other
states governed by other parties. So AC at the federal level will
replicate its successes at the state level.
Assessment of Nigeria at 48
Well, so far so good. The
beautiful thing there is that 48 yrs of nationhood found us in
democratic governance. Nigeria is going through a period of
rediscovery, trying to find which way to go. We have made progress but
still have a very long way to go. We still have security problems,
wealth creation and re-distribution problem and transport problem. The
Nigeria of our dream is yet to be created. We all look forward to when
every Nigerian will be treated as a decent person with access to
quality healthcare, good education, decent housing, nutritious and
affordable food at least comparable to other nations of the world.
There should be no sacred cows, there should be fair play in politics.
People should be gainfully
employment not by riding Okada but doing meaningful and rewarding
jobs.
Where do you see Lagos in the
next ten years?
If eight years of Tinubu’s rule
and just over one year of Fashola’s governance have transformed Lagos
this much, you can image in what the next ten years would be like. At
least, you can see visible changes around you. Lagos has never had it
this good. We are not just striving to be the best in Nigeria but
compare with the best in the world. We are building a megacity that
will be among the most organized and cleanest in the world. Lagos is
now city friendly with virtually all the blackspots eliminated.
Infrastructure provided now by
the Fashola administration are decent and make life in Lagos worth
enjoying. If other state governments even give half of what Lagos
State gives to its citizens, I believe Nigeria will sooner than later
be a developed country. Lagos is taking the lead while other states
follow.
How would you love to be
remembered?
As a forthright person,
straight-forward and friendly. I carry people along and don’t harbour
resentments. I am an open, truthful and God fearing person. I want to
leave a legacy my children and grandchildren will be very proud of.
